That is not really true. It was true for earlier versions than 2024. In 2024 version however, AI controls all your units by default, but you can also control them. So its basically AI doing all the stuff while you can do your own adjustments and your own moves still. I think this is actually a good solution.

As IRL, in the game you cannot adjust your military equipment by just determining a number like it is possible for military personell. You can only increase your military equipment (including tanks, aircraft, artillery, rockets etc. etc.). by signing purchasing contracts with other countries or with your own domestic military industry, so ig yes, there is no easier way.
