How to lower "Illegal Employment"

Does anyone know the entire game mechanic of this in detail? I cant lower from 100% at all. Im stable and financially doing good but it could be way better and this would absolutely ended my game if i play as anyone but saudi arabia with massive oil.

I think it's bugged as game continues mine slowly crept up to 100% too even though i had the fight against illegal employment in the work tab maxed out

It is bugged, in order to lower illegal employment you need to set the minimum wage to 0.

***fixed*** its not bugged, if your min wage and other things that would effect employment such as high employer taxes then illegal employment ramps up high

It is NOT bugged. Illegal employment is "under the table" payments to employees due to high costs of business. Raising minimum wage, corporate taxes, social security taxes, WILL increase your illegal employment metric. I avoid raising minimum wage unless I have to.

I wish there were some + - to show what u change in ur country so u know what u doing and how it is changing your country.
