How do I find / talk to Jacob in Greystone plaza?

STORY
A Friend In Need

OBJECTIVE
Find Jacob In Greystone Plaza



I start on a roof top in the rain, I take half a dozen steps forward (the only diretion I can go in) and The Game seizes control, moves to the railing on the right and zooms in on the Plaza where people are seen running and screamming. There is a body crucified on the fountain in the Plaza center (presumable Jacob).
The audio states, "Looks like it's too late to get anything from Jacob, but I am close to Eastwicks place . . . "

My question is;
Is this a glitch?
Was I eveer supposed to talk to Jacob?
Is there a way to enter Greystone plaza so I CAN talk to Jacob, grab some loot, F*** with guards, etc?
Or was this always supposed to happen this way? If so, WTF was the sense in making Jacob the subject of an objective in the fiorst place, since I can clearly complete the next section (and have) without his help?

Ultimately I'm willing to let it go, but I don't want to miss out on any collectibles or side missions, etc.

PS Forgot to mention and ask -
I entered the map from STONEMARKET: Baron's Way North.
Is there another way in that takes me directly to the plaza where I can talk to Jacob?
