I'm sure nvidia iwll have a driver out in the next few days which fixes these issues.
PLEASE NOTE THESE FIXES DID NOT WORK BUT THEY MAY WORK FOR YOU
FAILED: Attempted to overclock CPU to 3.6GHz ( My system can run this stabally, my GHz is usually 3.2 )
FAILED: Increased VRAM
FAILED: Attempted overclock GPU
FAILED: Ran at lowest possible resolution on lowest possible settings
FAILED: Disabled Vsync
FAILED: Verify Integrity of game cache
FAILED: Set affinity of game to only run off one core
FAILED: Set game to run in "High priority" ( This actually made the problem way way worse )
FAILED: Set game to run in "Low priority" ( This slightly increased the time between freezes, but they still persisted )
FAILED: Reinstalled DirectX
FAILED: Updated to latest drivers
FAILED: Underclocked CPU to 2.5GHz ( This very very oddly increased the length in between freezes making the game slightly playable but decreased my FPS between freezes to 15FPS )
FAILED: Closed nearly ALL background programs and services including anti-virus programs, steam overlay, and windows explorer ( This greatly improved my FPS but it somehow made the freezing come more often )
These are all the remedies I've experimented with, none have worked but some gave slightly better results. Oddly enough though, things that increased FPS actually made the stuttering worse while things that decreased the FPS made the stuttering better.
I turned my settings to 640x480 (in a window), lowest possible settings, all effects disabled. Game stutters/freezes exactly the same, still unplayable.
Earlier today I updated to the latest Nvidia drivers and did a Windows Update for good measure as well, which of course also didn't affect the issue.
The problem is with the game, or more specifically, how the game is interacting with our hardware.
I'll check and see if the 32 bit launcher fixes my issues after the game reinstalls. Decided that a reinstall couldn't hurt being that issues sometimes arise from decrypting pre-loads.
You can't. Not without modifying the hardware on the GPU and changing the BIOS to utilize the new hardware.

Got the same problem here. Even on lowest resolution and graphics settings, the game is still using 100% CPU and its unplayable. I know my PC is a little bit ancient machine, but if I can run for example Rome2 on medium settings or Arma3 (medium too, both on resolution 1440x900), why can't I run Thief on 640x320??
Pabouk, the problem addressed here has been identified and fixed and by users like us. By simply using the 32 bit executable the problems created by running the game on a dual core processor are completely fixed, restoring playability. I have wrote a guide on how to fix this issue, here is the link.
