Even if I had turned sticky keys off it I would still struggle with it, until I figured out how to unstick it by pressing some of the last few keys i was using over and over again cause I didn't know which ones were triggering it (which was a bit frustrating because I attempting to keep him from being seen and moving around while figuring out the keys at the same time)
Does the shift key play any part of your character controls when playing the game? And is Num Lock on or off?
anyway, i'm not too sure about ps4 controllers with pc games (i have an xbox controller for mine, so i don't really know if there's a difference in connection between the two or not)
my best suggestion for you right now is to check and see if you have your sticky keys turned off. disconnect your controller and restart your computer. dont connect your controller when the computer is done loading and just load the game. check your control options and switch some keys around so that none use shift, and just see how the game plays with your keyboard and mouse.
my next suggestion is... uh well... it involves a lot of guessing and button pressing, but we'll get to that if the first doesn't work.

I have installed a software that makes the PC read the PS4 controller as a xbox controller. Just in case, I have already checked the configuration on the software and have looked up any known issues but everything seems in working order.
As for the sticky key suggestion. I have tried most of what you have suggested but you have given me an idea to do a further test and see if anything might be interferring (notepad test). Either way I will have to wait for Thief to reinstall before I can continue.
I would still suggest you restart your computer before playing the game after installation and starting that test (in case you have any keys locked in that you don't know about)
and then running the game before you start the test just to see if you need to test it at all
but that's just a suggestion
