Baron's Way South guard post?

Am I missing a way to turn off the street lights, or is it completely impossible to sneak through here undetected? There's no shadow and the guards have every sightline covered. You can't run through them because you need to do one of those "hold E to sidle through these boxes" which you can't do while alerted.
What can you even do?

You can't turn off the street lights but, you can sneak by this area. Don't run though. When you run, you'll always be spotted. Crouch and swoop. There's a dark path on the back side of that watch tower shown in your screenshot. If you're coming from the South Quarter, stay to your left until you get to the cart. Crouch-walk towards the path behind the watch tower and as soon as you are in the light, swoop. Once in the dark again, you can plan your next move. Swoop to the crates or follow the two guards up the street. There are two other ways to get to Stonemarket.

What I always do when traveling to the South Quarter, I believe it is when you use the crawl space to get there. The first guard on your left who stands in one spot the whole time (in front of the wall where you can use the claw to climb up), well he is very blind. If you swoop along the dark area right in front of him and enter the shadows to the left of the path behind the watch tower, (I hope that made sense) he will become suspicious but after a second he'll calm down. Then, hop over the railing (you will be facing towards the watch tower) and then once in those shadows you should be fine.

I managed to swoop past the one guard like everyone said. Didn't figure it would work that well even if he did have two dots of alarm.
