Headshotting Freaks with Fire Arrows?

Hey guys, just about to start Chapter 5 and have read before that you can kill a freak instantly with a headshot using a fire arrow, only if you have Bow Shot Strength upgraded. I am playing with Specialty Arrows only so no blast arrows.

Just wondering if anyone knows exactly how many upgrades in Bow Shot Strength are required to be able to kill freaks with headshots using fire arrows. I am about to buy the 2nd upgrade, will this be enough or do I have to scavenge for the last upgrade?

It only works when playing Rogue difficulty. In fact, it doesn't even have to be a head shot. With just a level II upgrade, hitting them anywhere on their torso will kill them with one arrow.

But, it's a different story on Master difficulty. Even upgrading to level III won't do it with one arrow. On Master diff, Bow Shot Strength upgrades only affect Broadhead and Sawtooth arrow damage.

I can't say about the Thief difficulty.
