Chapter 2 with no tools?
So, i'm on Chapter 2 and the game has given me no way to get tools to do the side quests they've given me. In Chapter 1 I couldn't complete a mission because I wasn't given a rope arrow(The ones you can climb) and figured i'd get it a bit later on... Well, it's Chapter 2 and i'm about to do the mission and i've gotten about 8 side quests that require various tools like the tool to open panels to disarm traps or the tool to climb a rope, etc., etc. I only have arrows and that's it. Am I missing something here? Feels pretty ♥♥♥♥♥♥ to be 3 hours in a playthrough have all your side quests requiring items you don't have and there's no shop to buy said items at least not yet... I can't really do much except do the main missions.

How much longer does it take to get these tools? Did I just miss them or skip a part? Seems really odd they'd throw all these side quests(When you get new ones after each chapter) when there's no way for me to even get to them let alone do them.

It sounds to me like you may just need to explore a bit more.

There are no tools needed in chapter 1 for anything, not even a rope arrow. What "mission" were you unable to complete?

After completing chapter 1, you can buy tools and resources from a sidewalk merchant but the only tool available is the wrench, which is the only tools you'll need for chapter 2.

After chapter 2, visit the merchant again to buy the other tools you'll need for chapter to follow.

Only a few Basso jobs and Client jobs will be available until after chapter 5.

I'm on chapter 4 now and I couldn't find any merchant. There's nothing on the map that shows the merchant and only shows Basso and two other NPCs that give quests, the first being the Mechanic(?) and the second being in the second part of the city map to find the talking skull.

In the first chapter Basso gave me four or five quests. I did all but one, the one where you have to go into a "Ladies" apartment and take her mirror but the only way up is by using the grappling/rope arrow to climb up to her window sill and get in. There's another entrance but there's a metal gate in the way.

In chapter 2 you get a bunch of quests that require a tool to disarm traps and open panels to find things, for instance finding the pieces of a poem, two pieces are hidden behind traps/panels and one requires you to disarm traps which can't be done without a tool. The only thing I could find that requires gold is the Queen of Beggars who gives you focus points. The game never told me about merchants or anything of the like and it's nowhere on the map. I'm pretty sure i've explored most of the map too...

like the other guy said...you are not looking around enough....its an action adventure game...lol

btw...if you dont search everything for loot and search around, you won`t have the money to buy diddly squat...haha...you also have to listen to what people are saying. some of it is not just banter...like the merchant

I've got 5k gold at the moment and bought about 10 points for my Focus ability... I dare say i've definitely been looking around quite a bit.

Also... thanks for the video but the guy doesn't show for me. lol... I hear him when i'm near Basso saying "Over here, I have something for you.." but the NPC isn't there... Lol. It's bugged?

There are two primary merchants, the first one available is (as bloodraven43 pointed out) near Basso in the Crippled Burrick tavern. If you leave the basement (where Basso is), walk up the steps and take a hard left and another left up some more steps. At the top of those steps, just to your right, is the merchant. - After chapter 1, on your way to the Beggar Queen, a waypoint marker should have pointed to him.

Chapters are separate from any side jobs. The Basso job you mentioned is called "The Disappearing Poet" and does require the wrench and the razor, if you want to grab the collectable painting, in addition to the five poem fragments.

While exploring, be patient and take the time to look around carefully as you go. When you do find a merchant, you'll see all the tools and resources that coin can be used for. Many are useful but some are essential to progress through the game normally.

Note: I've not heard of a bug where the merchant is not visible.
