Who sells the wirecutter and the razor tool?
I'm in chapter 3 and still haven't found someone who sells them. The guy near the Burrik sold me the wrench in the beginning but he doesn't have them and the guy in the basement only restocks arrows and such.

The guy at the Burrick sold them to me around Chapter 3... I had them before visiting Erin's place.

Find the shady guy in a bowler in any Tavern. There are a few in other places too.

There's one right outside Bassos place for the first few chapters, listen out for him shouting something like "I've got what you need"

Better than just listening to the shout the guy is marked on your map, but that might not be until after you find him. The vender I found tools on was the guy at the Crippled Burrick tavern. There are multiple of these vendors but you have to find them. That and I don't think all of them have tools and upgrades for sale.

You have to do the Chapter mission offered at the same time at Ector's mission first to unlock the razor/wire-cutter. And you can replay Ector's mission later to get 100% if you already completed it (just go back to the entrance, but you have to return to Ector and turn it in before it's available for replay).

i think to some extend that this is planned else you would proceed to fast and notice how short the game actually is for smart players . this back n forth slows down your progress long enough to count as enough playtime i guess. not that i dont enjoy the game anyways but it could be a bit more timewise.

I believe you can go through all the Story Missions and still come back to do side missions (kind of like Batman: Arkham City doesn't quite end when the story arc is done) but I also liked to do the side missions before advancing the story; however, I ended up waiting on Bank Heist and Ector's when I realized the tools weren't all available then ran the Chapter mission and came back to em.

hey the seller at Burrick when you tap E to enter his inventory theres four options at top choose . first is equip. 2nd you can sell. 3rd buy tools and 4th upgrades. I went there twice looking for tools I did not see them .

Can you come back to some of the missions where you needed the razor tool? Like the mission "Hand Tailored" in Chapter 2? I completed it without beign able to get all collectibles due to one of them requiring a razor tool.
If you cant go back to get that its kind of stupid they didnt allow you to get the tool before the mission.
