Mysterious Painting no switch? Moorsditch Stonemarket

I Found a Painting in Moorsditch stone market very bottom middle of map above a building called Sausage and Mash and cant seem to open the painting is this a bug or am I suppose to have a quest line for it? just strange seeing i've done mostly all sidequests and am about to do the last piece of the blue thingy?

Just came across this myself and I can't find the switch behind it, either. Either it's bugged or they placed it there to make you think something was hidden behind it, when in fact nothing is.
