Getting into House Of Blossoms

I'm obviously missing something. I can't make the bridge come down (in focus mode, no shiny area to shoot with blunt arrow, tried anyway just to be sure) and I've used a rope ladder to get into and out of the two windows right above the entrance but I can't drop down to that area. I've scouted round and round. Done all the side missions I can. Any help would be appreciated.

When you are in front of the bridge, on your right, on the wood charpenter (dont know if it is the right word), you can access a mechanism which will make the bridge come down.

Part of the game when I delete this crap
