After I failed to find all the colletibles myself the first time I did the Chapter I pulled up a video guide on Youtube that stated 100% collectibles. I ended up coming to 98%. Then I used the video frame by frame and came up at 98% again.
In the end it turned out the person who made the video missed out a bag of money on some guard's waist. 4th time was a charm.
BTW, be sure you know loot is not the same as collectibles. A guide can have 100% collectibles (the special treasure items that Garret remarks on and which go in his display cases in the clock tower) but still miss loot (the items available to be stolen in a chapter excluding food, poppies, random arrows, and picked pockets). What you seem to be looking for is 100% loot.
