Yeah. I figured it out. It's because there are spells that are functionally identical to the black and white mage spells but they're actually summons. I read a class guide that said Evokers are across between a White and a Black Mage. Made me think they could use both schools of magic but they only use summon spells.
Wishing that the game would tell my literally anything about the classes. Oh well. At least switching jobs is pretty easy :)
