FIXED!!
Download dosbox 0.74, be sure it show up as a shortcut on the desktop drag and drop the base folder of heretic on the dosbox shortcut. Type heretic in the command prompt that shows up, hit enter.Works perfect! No lag, starts fine, Sounds great. I am running Windows 8. You can hit alt+enter to go to fullscreen.
