Short answer: When Activision stops being ♥♥♥♥. So never.
When Bethesda(who owns Id Software), Activision(who owns Raven Software), and maybe NightDive Studios(why hasn't this company got bought yet) has a agreement.
Heretic II doesn't show record ratings at all on Google that I can find. Maybe some changes to polish it. Well who knows but it never got on GOG or Steam sales or any other Digital store so..

Sierra games by rating choice
"Swat 4" had a rating of 4.8 out of 5 on GOG and IGN is a joke though 9 out of 10 (So it is popular choice)
"Lighthouse The Dark Being" had a rating of 4.1 out of 5 on GOG and GameFabrique is the same above what IGN rated for Swat 4 any joke but not GOG.
I have no idea what game would be next then those. Though your right that Swat 4 is the popular choice though it isn't a game that is abandonware like so obscure that a few have mention though rarely play. Heretic II is a hidden gem though it has it's bumps and yes I have played it and my tag is 100% proof though I might change it later on. That I literally have the game if they ain't releasing it remaster. At least I'll play the OG version one instead that's buggy and unmoddable unless I have the right engine to decompile it for modding, lol. Though yes a remake of Lighthouse the Dark Being would be nice touch.
What other games of Sierra should start first in a release of a top 10?
Phil Spencer has publicly expressed an interest in resuscitating the Hexen subseries[www.neowin.net], so Heretic II coming to Steam won’t be too far off from that. It’s only a question of time: the transaction is supposed to complete next year (specifically July 2023, I think), so they may officially announce a rerelease then, or rerelease one of the titles in 2024.
