How does snack shack work?

I tried to rebuild it in the way the little preview shows when hovering over them. I get my chocolate delivered, but it never distributes it, even when I build the canvas and the table thing right next to it.

Your snack shack needs to be stocked with snacks. There's three bars on the right that indicate how full the shack is.

To distribute the snacks, place snack tables near your things that are worked by minions (I assume mechanical things don't consume snacks). If your minions are eating you should see happy faces

I had 3 chocolate bars stacked, and the table right next to the canvas. But nothing got consumed, even after moving it 3 times to try different rotations and placing them right next to each other hugging.
