Unable to play Armageddon

I'm playing on hard difficulty, normal score requirement, and my score is well past what I would need to win the game. I have the necessary resources to play an Armageddon, but when I try to place it on the map, I get a message telling me I can't place it until the final score requirement has been met. Am I missing something?
