Pass turn out of combat
Ok, so I know my characters can pass turns in combat by defending, no biggie. My problem is how do I pass a turn when the game has not put me into combat mode. The alert color is yellow, and I can see an enemy but they are not lined up to fire at range. I can't move backwards, right or left... basically, I'm at a dead end with the enemy forward two and around a corner.

I WANT the enemy to be able to move one square so I can fill it full of arrows, but I can't pass my turn. As far as I can tell, the only thing I'm allowed to do is move forward, which will allow the enemy to immediately move into meele with me.

Once a battle starts regardless of how many tiles away the enemy is you should be able to defend to pass turns. You should be able to move in any direction you want until the enemy is in meele range then you are locked in till the death of one of you.

The problem was this was not yet recognized as a 'battle'. My movement was only limited because I was in a dead end, and the enemy was not in a location where it had yet triggered 'battle' mode.
If that's the case, then you're not in a battle and there shouldn't be any "turns" to worry about. If casting a spell or something makes you unable to move, you're in battle. If you're in battle, you can defend.

Passing a 'turn' is a concern when you want to stage yourself in a position to attack at range rather than get stuck in meele. Sure I could move... but the only way I could go was forward, and the enemy would then move directly into meele on it's movement and THEN combat would begin.

What I wanted was to not move at all... stay put, let the enemy move, and then get a round of ranged combat without entering meele. there was no way I could make the enemy move without moving myself and getting stuck in meele. That is my problem.

OP is right, you can't pass a turn out of combat mode and there's clearly cases where it would make stuff easier to be able to do so. It's not a big deal, play with it knowing the rule.

Enemies don't even move when not in combat, do they?

Yes they do. If they have detected you, they will move in your direction, even if you are not engaged with them yet. It's when they are at range like that you should be able to shoot them... at least if they are lined up with you. In this case though they were not lined up for a shot. I needed them to make their move first so I could shoot them... but the game doesn't allow that. The only thing it allowed was for me to move forward and them to then move into meele with me.
