Hour of Power not available in spell stores after main game; - Can't beat Perren

After the main game, I upgraded my mage and she is now a grandmaster of prime but I am unable to purchase the Hour of Power spell anywhere. I even went to the slums in karthal as every time i went to the library in the city I ended up in jail. And the spell is not available to me in the spell list either. It is blacked out and says that the spell must be learned.

Have tried 20 times and in the first round Perren's people make my mage feebleminded and that is game over.

Level 33. No real trouble finishing the main game. This is just not right.

Add to it a long loading time for a relatively strong computer and it is a shame to leave a game this way that i have enjoyed until now.

It should be in the "Great Library of Karthal" not the spell shop in the slums (there are two spell vendors).

Went to both. It wasn't there.

Just equip some Jewelry with %100 protection from feeblemind and fight. Put down a beacon right before that fight and go out and use some shrines to get your buffs on and beacon back to the fight. ( i don't have the expansion but this is what i would do)

It has been a long time but I don't think that I had those alternatives in the expansion. It is a shame to have given up near the end but I did.
