There are a few different variations on this theme - your primary attacks are all going to be auto hits from warfare skills, so you don't have to master 2h/pump perception. However your bonus attacks from crits, and retaliations if you take GM evasion, don't auto hit, so you may want to bring perception up to 20-30 and Master 2h weapons too.
It really depends what else is in your party, if your windsword is your only melee character his retaliations and crit bonus strikes are often going to get blocked anyway, so I'd just rely on his initial hit damage and not bother with accuracy. If you've got a powerful air caster you can buff him with eagle eye and so accuracy is less of a worry too. If you've got a duel wielder eating up blocks before he attacks, and no air caster, I'd pump more into accuracy as your bonus attacks aren't going to get blocked.
An out-there option if you're going for a ranged party is master sword, expert warfare, master crossbow, master 2h weapons, master endurance and GM evasion and stats 2 destiny then the other two points spread between perception, spirit and might. You'll be a raging crit monster with either sword or crossbow, and be almost impossible to hit in melee. Because your crit chance is going to be in 30s you don't need GM warfare for the autocrits, and your decent perception is going to mean your bonus attacks and retaliations actually land, while also buffing the crossbow damage.
2h windswords are great, with a number of good variations on how to play it.
