As for where to go, The Lost City north of Seahaven should be suitable for you and is quest related after you have met Lord Kilburn. The Bandits you are referring to are actually the last thing you should fight in Act 2, they are somewhat tougher than the ones you find at the Karthal region but you can recruit a pretty good companion early on when you cleared them.
Also I found the trainers, the problem is I can't buy any water spells from the locations I currently have open (Sorpigal and Seahaven) and it seems like it'll be awhile before I open up Karthal or The Crag...
If you've cleared the Lost City, I would suggest the orcs in the forest to the west, then slowly make your way to The Crag and clear that area. Don't forget to visit the Elemental Forge each time you acquire a shard piece.
