Did you check both people in the garrison? Generally, "double checking" is a better idea than calling something inaccurate. I mean, I got all these locations personally by seeing where they were.

Dojo is in the NE end of town, in the naga area.

It's there alright, check again at the top, there are TWO portraits at the top.

This has been a issue to me as well because I failed to see that there are more people to talk to in some buildings which is why it is easy to miss for some reason... Just look at the top screen when you enter building.
