Can I publish the tutorial "My First Substance" on behalf of Nicolas on Steam guide?

There are only 2 guides of Substance designer at steam guide so I was looking to contribute there. As I was looking for other tutorials online and I've stumbled upon this tutorial written by Nicolas - My First Substance.[jira.allegorithmic.com]

Since I want to contribute to steam guide I was wondering, if I could publish the tutorial on steam guide. I won't be able publish it unless I have proper/legal authorization from the creator.

I am sure a lot of people will be benefited from placing these tutorials on steam.
