In it Wes McDermott has posted instructions on how to contact allegorithmic and make your request. I have found Allegorithmic to be very responsive and fair in my dealings with them. Which is kind of rare these days...
The PBR substances are a DLC for Substance Designer.
From Steam, right-click on Substance Designer and go to Properties>Local Files>Browse Local Files and in the Samples>FreeContent folder you will see base_material. Those are the PBR Substances.
If you haven't downloaded the DLC for Substance Designer, you can do that on the Properties>DLC tab.

Sorry to say this, but the free PBR materials are as a bundled kit item, hence purchasing all three products in the bundle package you gain the materials.
You do know you can pruchase the pack to get the materials or just buy the other two packages and then buy the materails.
I'm not being mean. But I have been in your situations a number of times. Where I have been an early purchaser of a great produce and then the developers put up a deal to get more people to puchase their product. It's marketing, some win, some loss.
Substances are supported in Max 2012. You can use B2M.

Hi,
The PBR materials are now in the software. We no longer offer this as a separate DLC download. It just comes with Designer. In the Library>PBR Materials you will find the sample materials.
I'm not sure I understand which button you are referring to. We don't have a samples button.

When I open Substance Designer, I get a dialog "Welcome to Substance Designer". I has the options Tutorials, Online Documentation, Website, Forums and Samples. If I press that and go to the Samples folder in the Steam structure, I see one folder called Free Content, with another subfolder called Dota, but nothing else. Is that the only sample?
Yes, that is the only sample. The other material samples are now part of the Library by default. They are no longer DLC. You can find them in the Library>PBR Materials.
