Lobbies are bugged, cannot play with friend/randoms

There's a problem about connecting to my friend's lobby, no matter what type of lobby me or my friend creates, i cannot join it and he cannot join mine. It looks like an empty lobby with empty places, where only lobby ID and lobby name, for example "Shura's lobby" are presented. I could enter only on Training Ground, i cannot even play with any random person.

do you still have the problem ? reinstall game, or clear your save files (do a backup before)

I tried to play on my laptop, it's still bugged. Tested it on my PC, for several days game was working fine, but now the problem appeared again, now on PC, so the game is not working on both my devices now.
Laptop specs:
Intel Core i7 12800H, RTX 3060, 16 GB DDR4 RAM, 512 GB SSD and a 1 TB HDD, the game was tested on both SSD and HDD, Windows 10 64 bit 22H2 build 19045.5247
PC specs:
Ryzen 5 5600X, RTX 4070 Ti Super, 32 GB DDR4 RAM, 512 GB SSD, 1TB SSD, same build of Windows 10
Deleting save files and reinstalling the game is not working
Also Steam started to give me an error at syncing save files with Steam Cloud
