Can Not Add To Shot Attributes? Glitch?

I have over 1200 VC, and all my attributes (Power. Transition, Putt Path etc.) have space to improve, have not reach their limits, but it wont let me add to them. I keep playing rounds hoping to unlock something, but nothing works. Is this a glitch? Am I missing something?

just be sure to know that you are not able to get everything to 99, there should be a light grey area on the skills that you can increase. as you increase one it decreaes the amount you can increase the one next to it. Also you need AP points to increase a skill not just VC. AP points are shown at the bottom left of the screen

Ok there are still gray areas on all the bars so I know I haven't reach the limits on each.
But I noticed I have no AP available. What's the best way to earn those?

by playing the game, only way that I know of to get them. maybe from finishing quests as well.
