Tie breaker closest to pin feedback

Hello just played a 9 hole ranked match and it went to a tie breaker. My first shot was safe, but in the fairway, my opponent went into the water.

We both got the hole in the same amount of strokes but gave closest to pin to opponent as after his water shot his 3rd shot was closer than my first.

Shouldn't this give the win to the person who actually had in play tee vs OOB?
