I add the available points and hit escape and it says "AP has been alocated but not yet confirmed All changes will be lost upon editing" So I hit confirm and it takes me off the page and when I go back all of the points available are stiil there and nothings changes, Mu only other option to confirm changes is to pay 9,625 VC. What am I missing?

Assigning skill points requires VC.
As I have previously stated, instead of lowering the amount of EXP earned to prevent "fast/easy levelling", they lowered VC gains considerably.
Not only that, they raised the costs attributed to VC, including putting skill points into your character (bearing in mind you have already earned the AP by playing).
So while "not essential", the economy of the game is driven towards making people buy VC, and it is always the way for such games; leeching as much cash out of the players as possible.
You either spent more to have a week of Early Access with a reasonable and fair VC economy, or you open your wallet again for VC in bulk.
So in short, realistically, yes you need to pay for extra micro-transactions for a decent rate of player progression .
An expected, but still inherently gross, anti-consumer business choice by 2K.
