Report a translation problem
Depending on your operating system, it is already installed.
But you may need to run the following cumulative update for windows 10 for 64x-based systems (KB3081424) as this includes the .dll you may be missing.
Also, make sure you run the configuration first and set the various parameters to the correct monitor dimensions for your hardware.
However, you may also be having one of the many issues everyone else is currently having with Pinball Arcade, and more than likely DirectX 9 has nothing to do with your issue, since you shouldn't be running the DX9 version of Pinbal Arcade unless you have a very old, or very underpowered laptop without a dedicated video card.
Click Play in Steam - A menu should appear - Choose Configuration - Under the DX11 tab, make sure you are set to run in FULLSCREEN mode

Is the program creating log files or crash dumps in the installation directory?
(log.txt / PBACrashDump.dmp)
The crash dump is encrypted so you'd have to send that to Farsight support, though there may be a clue in the log file.
Running the program should also generate various configuration files which typically appear in the following location: C:\Users\'user name'\My Games\Pinball Arcade
The best workaround is to delete your highscores in C:/Users/[Your Computer]/My Games/Pinball Arcade and try again. If that still doesn't work, delete the three settings files and attempt to reconfigure your settings. You might get "unhandled exception messages". Just quit and try again until they take.
That's what worked for me. Even then I still need to wait about 10 seconds when you hit the start screen in DX11 mode or the game will still crash. See this thread for more info:
