Does shields affect block chance?

I noticed there is a dedicated skill for blocking and the description is "You gain a small innate chance to block incoming attacks."

I also noticed there are very minimal differenced between shields in regards to the armor value they provide.

Does that mean a higher level shield would provide a higher block value? (This is how it was in WOW if I remember correctly)

Right now it does not, your block skill and character level are the only things figured in to whether you block or not

Bear in mind that Paladins cannot Dual Wield so if your using a single handed weapon in your offhand its only a stat stick.

shield block some damage. I have this message pretty often with my Paladin

I think I've seen my paladin hit with both... or is this just a visual animation?
