Epic Class Quests/Raids

It seems like the bare bones of them are in the game but aren't fully implemented. Are these something that will be fleshed out more over the course of early access?? In addition, will the raids require some sort of attunement?? Just wouldn't feel like the proper Everquest homage it is shaping up to be without both of them.
