do NPCs gear up on there own?

let's say all of tutorial island I've been running with a set of npcs and one of them isn't very geared. if I dismiss them will they gear up by the time I move on from the island? Is there a way to refresh npcs so the less geared one catch up? or do I have to gear them myself?

They do gear themselves up but I'm not sure at what rate/interval they do so. My paladin showed up with almost a completely new kit. My mage, on the other hand, still has some level 1 gear on.

They keep whatever gear you give them unless they replace it with something bettter. You don't get the item back when they do so.

a mage i was partying up with also showed up with new gear after dismissimg him for a bit

I've helped gear up my favorite SIM players and its usually pretty easy when they start drooling over loot that you've picked up.
