its kind of the way things have gone,
Mass effect is a great space opera spanning 3 games (which I think are fantastic) but while they have fantastic storylines and exploration, there is a load of action in them, but if you like sci-fi's they really should suck you in, they have so much atmosphere.
Then you have the fallout series of rpgs, which are set in the aftermath of nuclear war. They are a great series of games, again, not quite sure they are what you are after.
Yeah true... however I object to the part about the other games being Rubbish. DX: Invisible War wasn't a bad game. It was a damn good one. Sadly compared to the original it was a vastly inferior, dumbed down game suffering from SEVERE Consolitis. The Fall was damn good for what it was, a mobile game. Sadly, it was intended to be an episodic series and the first ep flopped so the chances of getting a second much less the rest are pretty much none.
If you don't mind something with lower production value / indie, you could take a look at Spirits of Xanadu. Haven't played it myself yet, so I can't say if it's any good, but it definitely looks like it's inspired by System Shock.
You'd think that a lot of developers would try to imitate stuff like Bioshock due to its success, but it's probably just too difficult to pull off well.
I have a few old ones in mind, not all are connected to robots however or even like system shock, but as a person who likes system shock i know other games i like during that time...
Maybe look into deus ex like others have said, or look into games like doom, quake, shogo, evolva, half life...

There is an Indie game that was released recently that may be to your liking, called 'Spirits of Xanadu'. It's just missing the RPG elements, though.

There is a Half-Life 2 mod called Dystopia which has hacking sort of similiar to SS1's Cyber Space. But this is multiplayer only

Alien: Isolation fits everything you described (though technically, you CAN kill humans there - it's just not advised).

It's also the most similar game I've seen to System Shock 2 in years.
Dystopia is a multiplayer sci-fi FPS mod for Half Life; has very few in common with SS2
Spirits of Xanadu... dunno haven't played it
E.Y.E Divine Cybermancy is a sci-fi RPG FPS Hybrid, but with far more combat, about as much or more Character customization and less story that isn't told properly. (Text-based)
Vampire: The Masquerade Bloodlines is not similar to SS2 at all, but in terms of athmosphere and music it's equal to better than SS2. It's not sci-fi themed though, but still very very good.
