This seems to have sorted itself out through no intervention on my part.
My only actions were to:
a) Verify the integrity of Game Cache - all file ok. Same error repeatidly.
b) Restarted Steam - Game now starts, but at very low resolution.
c) Changed resolution to 1980x1020. - Works fine
d) Restart game - Starts fine, still at proper resolution.
Problem was happening during my initial attemps to start game therefore I did not even have chance to see game options to make any changes. Also, I had not tried to mod game in any way.
Reading the shock2.log it seems that either my TV or Graphics Card doesn't
support or list in mode table 1776x1000. I suspect this is the resolution the game was trying to start in as that was approximate size of the transparent window behind the popup error dialogue box.
