also, steam build, no mods?
Therefore, I sincerely doubt, it is a game 'bug'. Never happened to me, neither on Win XP, Vista, 7, 8, 10 nor on my Linux boxes.
Make sure you completed the full quest or watch a YouTube walkthrough of that section, to figure out what was missing?
I'm using some mods, SCP beta 4 included. And no, the message used to appear until I got the two cores up and running. I even looked at the objective notes and the only thing that's unchecked is meeting with the woman at deck 4.

I'm also using a spanish translation patch (traduDLAN), Vaxquis Vintage Song Remake, SHTUP ND beta 1, and Vurt's SS2 Flora Overhaul. I also replaced some files with the newDark 2.44 patch.
I know, it's quite a cocktail
anyway, lets try this, get the recycler mod[www.systemshock.org], activate it, go ingame, open the console by pressing
and type
press enter, and a recycler should spawn. use it to consume the elevator door to get in.
I guess I'll have to replay this in english then, since it was the only reason I used the ND patch.

Edit: just got the verify the game's cache, tried the same mods without replacing the files with that patch and the elevator is working now.
anyway yeah, as I've said earlier, using the old patch files was a bad idea, and there shouldn't be any reason to do that, as anything made with/for ND 2.44 will work properly with the latest version as well (as always, SS2tool will make sure everything is up to date).
to make it short, don't mess with the game files manually.
