Well, either or, really.
SS2 is a great game, but it's quite non-standard, and can take a while to figure out.
An optimized Navy build will start off *slightly* less powerful in combat than a Marine, but you'll make up the difference by the end of Engineering at the very latest... and beyond that you'll just sort of pull away into cheeseland. The extra early loot from crates and the higher cyber module efficiency (value of starting skills) makes a big difference. Just remember which tech skills are useful and which aren't: hacking is god-tier; maintenance is also great; repair and modify, however, are utterly worthless unless you're playing co-op because there are plenty of auto-repair units and French-Epsteins to cover anything you would need those two skills for in a singleplayer game.
Now, OSA on the other hand... a pure OSA build on Hard or Impossible will *really* put some hair on your chest. Weak starting attacks, crap for health, total dependence on expensive hypos... no other build will force you to *seriously* consider hoarding potted plants and coffee mugs for when you finally get your hands on a Recycler. Oh, and you have to beat the final boss with cryo bolt or the wrench. Enjoy. XD
