This is strange to me.
Check out my latest guide, containing the newest update:

My new personal record so far is a permanent 3782.2 RPMs with these instructions.
At this rate, you can boil approximately 0.2 L of water every 30 minutes.
My PC runs throught this weekend.
In the next minutes i have the last achievement!
Edit: All achievement with 29,4h of playtime.
If you raise the throttle too fast or go past 49% seems you likely eventually cross a threshold and the water coming in will cool the boiler faster than it can stay above the boiling point and you ll have to start over. You might also need ot be careful with how fast ou open the inlet I think.
edit:Oh, the guide above seems to be able to reach a higher throttle, so maybe my approach is not the best, will have to test
Also look up a triple point graph for water. It explains the relation ship between when water becomes changes state from liquid gas or solid depending on what pressure or temp it is at. So in a radiator like your car. the radiator cap is usual rated around 15 psi. this will keep the coolant from turning into a gas at a higher temp. but if your over the boiling point of water at o psi and then you remove the rad cap. all of the water tries to become steam at once and is all most an explosion. 1 litre of liquid water is about 1600 L of steam. 1000 litres of water is 1 cubic meter. so if your radiator holds say 10L that's 16 cubic meters of steam trying to come out of a 1.5" hole. steam is amazing.
