Yes, something can absolutely be a scam even if no money is directly involved, as the goal of a scammer can be to manipulate or steal personal information, time, or other valuable resources, even if no financial transactions occur.
Personal information, yes. Time, no. A scam or fraud requires a non-mutually beneficial exchange. Someone who does something like this to waste time doesn’t gain anything from that. So while you are correct that it doesn’t have to be money, it does have to benefit the scammer in someway
It is also possible that they developed this to try and get jobs are legit companies. That is maybe sort of a scam, but it is a little unclear if they are actually scamming people who wishlisted the game.
Damn, half the forums are saying this is a scam as the twitter is dead (not enough investment) and the other half are saying this is a scam as I've invested my time into it.
If you felt you've invested into a product you can't buy, maybe that's your sign to take a moment away from the store page. Or maybe not pin your entire consumer mind on one game. There's a whole steam store out there.

It was not an attempt to take your money. Not yet at least. Fool you into what? Tricking someone isn't a scam.
Words have meaning. There are many you can apply to this game, most of which are accurately pejorative. But it is not a scam. Being clear and precise about how we describe things is important.
Why are you so upset about this? Does it matter if it is a game or not? Nobody has been charged anything, nobody has lost anything, why are you so pressed about it?
Or is it that you are mad that people correctly pointed out you don't know what the word scam means?
