Story locked?

I am having some kind of blocker going on, I can not seem to get any information on the next story job, the one where red eddie and sour candies stories link up. It just says it is locked and has stayed there for some time now.

have you checked the conditions in the road map? sometimes when it says wait you gotta do several long hauls to let time pass

I have done a half dozen runs since my last story job.

Someone said in another thread here in the forums that they think it might be soft locked by your experience rank, but they are not 100% sure. They said they were able to complete all the missions and they were around level 33 or so.

Take that info with a grain of salt because it might be true, or it might just be coincidence.

im level 46, finished barrow, sour candy and eddies side quests.
currently i have no jobs and Dusty Bears side job will not pop up with 97% explored and I've been everywhere at least once. Any clue where to go next? last thing i remembered was I delivered some shady luna link trailer for inspection and after that nothing. Im right at the sidejob that is supposed to come after the scanner upgrade

it's bugged, you have to complete dusty and moon baby's missions before getting the scanner if you want to finish the story

The quest I haven't been able to start yet is: QUEST_C3_THE_RENDEZVOUS . Anyone have any idea what the trigger for that quest should be?

Question, can you avoid the scanner upgrade before finishing their missions? As in, will it be needed for anything to complete other story missions before completing their missions?
