Currently, my process is to just run the game in borderless window mode, with the UI hidden. It's not as convenient as actually tying into the Windows wallpaper system but obviously a lot more practical in some ways…
Even working in this way, though, there are a couple things that would make it much improved. First, in the photo mode when you have it playing, it would be great if we had a little more control over real-time render quality, just to be able to reduce the resource load when it is being used in this "idle mode." And second, not sure what the feasibility here would be, but it would be really cool if Dystopika could detect whether it's borderless window is visible or completely covered and to be able to pause rendering when you can't see it anyway. My GPU fans going crazy even when it's not actually visible is a bummer and that alone would make idle mode a lot more tenable.

It's exactly what you're looking for; it lets you make live wallpapers that run in the background for relatively little processing resources. You’d have to make the live wallpapers yourself, but it's not that hard to turn a video into one.
What would be amazing is a collaboration/support with Wallpaper Engine to make turning scenes into live wallpapers quick and easy, if not a one-button export option.
