what position is alette in your lineup? you may need to adjust it, i had rook take the shot and he was in my 5th slot. giving her an item to boost her strength as much as possible will help too
i noticed with rook taking the shot, his special ability, mark prey is unavailable.... does the same go for alette if you choose to give her the arrow?
Alette takes her turn right after bellower, which might be what is screwing things up.
But what does his armour need to be at if my str/hp is at 9?
Keep in mind, after you succed with the arrow, the battle will cruly reset, and you'll have to kill Belower again (although he won't regenerate any more). And tha'ts without the person who shot the arrow to boot.
If you read the Mendor's comments durring the battle, she gives tips constantly.

I did have to restart the battle twice, but the third time I pretty much concentraced only on Bellower, since I knew the battle would just reset after that anyway.
Maybe I will leave it on normal on my 2nd playthrough
My party for this battle:
Iver - lvl 4 - injured for 3 days
Alette - lvl 4 - injured for 2 days - 2+3 armor break, 3 exertion, 6 willpower
Nid - lvl 3 - all stats maxed + 3 armor break
Rook - lvl 5 - 12+3 strength
Oddleif - lvl 5 - 9+2 strength, 2 armor break, 3 exertion, 8 willpower
Eirik - lvl 4 - 6 willpower
Basically, I used Iver to push/block the front row of dredges, and sometimes Oddleif's sky strike to prevent them from reaching my archers. Breaking Bellower's armor enough for the Rook to hit is pretty easy with all these archers and a decent amount of willpower/exertion. The only problem is that he likes to push archers away by casting his stun ability at Iver. Eirik also helped a lot by constantly restoring archers' willpower (other than that, in both stages he just stood in a far corner and did nothing).
Also, the battle is much easier than it could have been, because the game kindly "revives" all of your fallen characters for the second stage (except the one with the silver arrow - Rook in my case). So, you don't really need to protect them in first stage - just make sure they live enough to get close to bellower and hit his armor. Don't waste time killing the other dredges, or you'll surely be overwhelmed. Just keep them busy with pushing/stopping abilities.
In second stage I managed to line up the front dredges so that they blocked the way to my archers for Bellower, although these archers were really close to him. So it turned out to be very convenient that he received an extra turn every time I hit him: this means that the other dredges never got to move or attack any of my archers since I started dealing with their leader. And Bellower had to spend time crawling around his own allies while I thrashed his armor. Then it only took 2 or 3 good shots to remove all of his strength. Archers are VERY good at this because of their passive skill (Puncture). I'm pretty shocked to read that so much people dumped Alette as "useless" early on. She was actually one of my most powerful heroes, only Rook had more kills!
Doesnt help the difficulty feels cheap, as the boss regenerate like crazy in the first, and gets free rounds in the second round.
Was pretty happy about this game, but this fight left a sour taste in my mouth. And i would be lying if i didnt admit it severly reduced my overall opnion on the game.
The game is confusing about this because later an advice is given that boss armor needs be set at 0 which is totally wrong.
you change the start order, put rook last so he can shoot his arrow when all ppl done thier smashing
again Bellower breaks his turn and make it so that the character who have the arrow, rook or his daughter comes after Bellowers turn, ALWAYS
game breaking bug
bellower will keep changing the order so that the one with the silver arrow can ONLY shoot AFTER Bellower have regen his armor, as there is no wait command in this game it is a game breaking bug
However my second playthrough I did every combate possible and had like 7 level 5s and a couple other Heros who could have been if I had spent the renowed to level them up.
So my recomendation is if your really having problems just fight more.
