Depends on what you're more comfortable with. It was designed and tested with both.
Personal preference - mouse/keyboard.

Definitely more comfortable with m/k, but I've played it on PS4 and Android (phone and tablet) and it plays well with any control scheme.

I prefer controller, but there are two points worth noting.
1. Keyboard is MUCH faster, which matters if you're after the "finish the game in less than xx amount of minutes achievement" (can;t remember the name)
2. With keyboard, sometimes selecting tiles is difficult for some reason, and sometimes (very rarely) there was some sort of bug where a certain character couldn't move somewhere with controller, but it would work if I used the mouse.
