The finished game could have an ending that requires it, but don't take my word for it.
So far it's only a star interaction, if I understand people correctly.

Yeah, if you haven't completed all endings, it's probably best to save. I have a save just there, before prompting Andrew to make the call, because I'm not sure if it leads to a different outcome. I guess we'll see.

Personally I think it is a good outcome

Well, doing the phone call award you with a star, which, in turns, "will let you see the future in the vision room".
So, my take, it's a good thing to do. If anything, Andrew and Ashley are closer after you end the phone call.

How do you make the phone call? When I try to do it Ashley stops me.

You need to be Andrew, not Andy, and Ashley must not have any ammo left. Figure it out :D

you dont have to go through no ammo route though, as long as you dont shoot Andrew in ch 2 and go for Andrew route in ch 3
