Yes it carries over. The language is roughly-translated (and they don't seem to care enough to hire a proper editor/translator) but it can be understood that it carries over.

■What Event Synchro content can be inherited to the the next time?
The following "Event Synchro: Character" and "Event Synchro: Tension Card" content can be inherited to the next time:
・If the previous ★3 you pulled is not a Pickup target, then the next ★3 you pull is guaranteed to be a ★3 Pickup target.
*The target you can obtain will only be the Pickup target in the current ongoing Synchro Events.
・The respective "Current Count" for each type of Event Synchro.
*If you don't obtain a ★3 Character or ★3 Tension Card during the event period, the Current Count of the respective types of Event Synchro can be inherited to the following Events of the same type.
