And i am worried this game may not survive a 1-2 years.
Sure in 1 - 2 years there might be arcs that finished or a part 1 or 2 sections of the story, but it's never going to end as long as it gets revenue.
The story would ever complete if it eos.
The cities in Neo Tokyo are inspired by the “23 wards” of real Tokyo. So, we’ll be focusing on creating the 23 cities for now.
That seams ambitious but ambitions cost money.
And i don't know if this game is making them money.

So there's a large chance that he needs The Hundred Line to do well in general for their studio to survive. I'm sure Tribe Nine is doing fine, but the studio took a risk and went into debt for The Hundred Line. lol
Tribe Nine seems to be co-developed by Akatsuki Games and Too Kyo Games

Actual development and maintenance wise it seems to be a Akatsuki Games project. The game director is also from Akatsuki Games. My speculation is that Tribe Nine's success matters more to Akatsuki. This would explain why Kodaka doesn't promote Tribe Nine.

Part of that can come from the community; actual players saying "the game is much better now" and "here's what I like about it" has more weight for a player that was scared away by the gacha rates or difficulty level than them running a trailer in a Youtube ad.
Hopefully Ch 3 brings in more people, but I think activity will still be slowed down by HL which has a similar audience.
If HL is successful, though, once people have played through it they may be in the market for a game with similar vibes and might try out Tribe Nine, especially because the fandoms have a lot of overlap. Especially if the fan base suggests it.
That said, all games come to an end eventually, and I'll be sad when this game ends whether or not the story is complete. The journey to get to the end is the good part of the story anyways, so I'm just enjoying it for what it is regardless of what happens.
For now I'm just enjoying it for what it is and doing the best to support the game by participating in the community and supporting content creators. There's a lot of people on the r/TribeNine subreddit putting out an effort to support the game too.
It's not uncommon either, so many unpopular novel and manga faced this for countless time and they're forced to end their story in any way possible.
