Are you at the current end game? (aka completed chapter 2)
cuz it only unlocks then. You find it by going to a teleporter and going to 24 city from there.

They tell you exactly where it is the moment you unlock it. Sounds like good directions to me.

When you unlock it it tells you what area it is in and how to access it. It unlocks when you beat Chapter 2/Minato and the location and how to access it. City 24 and via using any fast travel access point.)
