If you switch to another device and still use the same steam account, as long you didnt delete player data, your data probably would still there but I wouldnt trust it wholeheartedly.
Treat linking account as like a backup of sort as no matter what happen to your steam account, you can transfer the account data from your linked account like apple or google account to get the data back.
though.. are you saying i should do that on the phone to get my data from steam? i thought doing it on steam can automatically link the data and i can just enter the game on my phone to use it
Linking an account, which you do after you are in-game from the "phone" menu is what has to be done first on the account/player with the progress you wish to keep, can be done on any device (except steam deck for some reason) => This links your current player data with the chosen account, so you can restore it later.
Transfer account is what you do from the main menu after installing the game on a new device (think of it as logging into your account), it restores the data from the linked account to the device you use the transfer account function on.
Since you can only "link" one account per email (whether google or apple), do not not use the "Link Account" from the phone menu in game, if your goal is to restore your progress to that device since you may end up actually overwriting your old player data.
So basically, Link = Save, Transfer = Load (or Log In).
Yes, link on your PC then use the transfer account from the game main menu on your phone (you will know you are doing it correctly if the player id and display name shown during the account transfer match your steam installation).

So in your case the main device (data which you wish to keep) would be your phone and PC would be your secondary device (regardless of which device you actually intend to play more on).
