Pretty sure Zero specifically stops them from directly fighting at one point as well, so attacking would not work (Zero wants them to play the game, so even if there is ostensibly only one rule that isn't really true if what they would try to do would ruin the mechanic of the game, i.e. currying favor with the president).
It's been a bit since I finished the story, but the whole point is that the rules are against you, the director here has underlings who he can order to do whatever (such as block bringing gifts to the president), the no kill rule from Zero exists to protect the MC more than anything else, since he doesn't actually want Yo to die (if he did why have him "train" for two years and wipe his memory).
Also, while the why of this goes into spoiler territory, you would find it very difficult to break Ichinose's legs or hold him in captivity.
The only true rule that really matters is that Zero decides what the rules are, meaning he can change them on a whim as well (which he arguably does at the end of both chapters).
Either way I doubt anyone in the cast at the point would want to cut his tongue, even one of the cast members in the next chapter mentions that what happens to Ichinose wasn't their intentions was only to be a last resort.
Honestly its just default anime logic. Sript writer doesnt really understand how to create a belivable situation so he just throws one over the top scene after another. I really like artstyle but all danganronpa vns were like that,
That part is supposed to make the player get the hint that the rules apply only when it benefits Zero or his agenda, he cares for nothing aside from his entertainment.
Plus there are no rules when it comes to what he might do, which is why it makes perfect sense for the party to play along. Because if they try to be clever the guy who turned himself into a stuffed animal to keep tabs on them might just call in an orbital laser with his mind because someone rained on his parade by daring to try and outsmart him in his own game.
Faulting the writer for applying anime logic with that premise is hardly an issue on the writers' if anything they are doing what they should to move the plot along. They created an omnipotent character, in Zero, and have to deal with it (thankfully his direct involvement seems reduced in chapter 2), Zero's character is the definition of a convenient plot device. Anime logic seems right at home.
Need the "dead to come back" Zero's your man, need someone to be a superhuman robot Zero can do that before breakfast, need a character to survive a hail of orbital lasers, just so they can have a moment and a cool set piece boss fight and then die anyway Zero can apparently give you power the power will result in both outcomes.
And regarding cutting Director's tongue. It won't work. It's President who decides victim. Director can only suggest.
