Iroha has a similar issue where you need to use (and land) the last attack in your primary/secondary attack chains to actually build towards her strategy skill.
It's just something to get used to. About 10% of her overall damage comes from landing primary/secondary attacks, 50-60% comes from pressing strategic, 30-40% comes from pressing ult.
And her strategic attack locks on. This is the only attack that's mandatory to land. Everything else can whiff and fill the bar for her to use a strategic attack.
With his first passive boosting his primary attack damage so much, its better to weave in a few of those between strategy skills anyway.
The Enoki loop feels a bit slow, but seeing her chunk a target with a strategy skill is satisfying. I'm not good enough/patient enough to use her in tougher boss fights though, as it becomes too much of a chore to try and alternate her attacks to keep heat up, while also parrying, dodging etc. If they changed it so didn't have to do that...well, it would be broken easy and her numbers would have to be changed to reflect that.
