How do I access Fractal Vice other than via the Event Tab?

I feel like I'm going crazy - I've completed chapter 2, unlocked level cap 50, finished all the available quests. Fractal Vice HAS UNLOCKED for me, I can access it through the event tab, but I can't find a map marker/location to take me there normally.

How do I access that area normally (in other words NOT by going to the chance boost event and clicking there to take me there)?

After you get far enough in game (beat ch. 2) you should be able to get there from any Respite Unit.

As was explained after clearing ch 2, you can access it via interacting with any Respite Unit on the map that you can teleport to (besides rifts).
